If you're a system/network administrator and you run an Internet-facing service, consider not just outright blocking users especially if they are literally your customers.

Not everyone has the intense desire that I do to keep my VPN on in order to avoid surveillance and the risk of code injection when using WiFi I don't control. You're putting your users at risk by making them turn theirs off to work with you.
